New version of the Query Estimator

Hi,

  I have just put my latest version of the Query Builder in
/afs/rhic/star/incoming/qeClient

  This one is rewritten to use the newest java 1.3 and Swing classes. It
has some additional functionality for entering the values in the textfield
(max - min range checking, type checking etc.).
  Let me know if you have comments/suggestions.
