purging hpss disk

I spoke with John Riordan about how to purge the hpss disk
cache, so that we have reproducible measurements.
He will adjust the purging policy on the starreco
disk cache to purge 100% in 11 minutes.
This means that any file that has been on hpss disk
more than 11 minutes will be removed from disk
(or perhaps 11 minutes after last access?).
