access to rmds03

Direct access to rmds03 from lbl and nersc has been cut off. This brings
access privileges on rmds03 in line with other internal RCF machines.
(And brings lbl/nersc access privileges in line with other external users.)

Interactive access to rmds03 must first pass through rcf, rsgi05 or rsshgw
as outlined in the "Accessing the RCF from Remote Sites" web page:

If you need to transfer large amounts of data from lbl to disk that is
local to rmds03, special access will be granted for ssh protected FTP
access to rmds03.
