In 1980 Herwig Schopper is elected DG with the mandate to build
LEP with no new money (constant yearly budget).
He asks me to be Director of Reaearch for all non-LEP activities.
Accepting the top priority of LEP construction, I was to maintain a
broad physics program, using mostly existing equipment and
supplementing reduced CERN investments by outside contributions.
A constant budget meant no new staff hired, no new buildings and
therefore called for a review of painful decisions:
Close the ISR? the West area? The PS East Hall, BEBC?
