QE updated to use smQueryException

Hello,

I copied a new version of the qe that uses smQueryException instead of
smInvalidQuery, to the LaunchGC directory on starsu00.
If someone needs the compiled (updated) IDL files, they can be found in:
~nordberg/gc/qe, the ones you might need are qe.hh qeC.cc smDefs.hh
smDefsC.cc.
