QE won't run without bin spec. file

Hello,

as some of you have noticed the QE now requires a "bin spec. file" to be
present. Add the following entry to the gc.config file:

qe*DataSetDefFile=/home/users/nordberg/gc/index_files/mdc1/db_30007/mdc1.tdc

It should point to the file that is used when creating the bitmap index.
It tells the QE what bins are defined and what properties exist.

ps. the .tdc extension comes from the fact that this is the same file
used for the clustering routines (Top Down Clustering).
