New QE available

Hi,

The data set definition file (.tdc) is created by a Visual Basic program
that interfaces to a Java GUI. It can also be created by hand, or by
copying an old one. If the properties have the same names and data
types, then it the .tdc files will be compatible.

However, since this is a little inconvenient, and at the moment not
absolutely necessary, I have released a new version of the QE that will
detect if there is a bit map index available and adapt (much like the
borg).

It has been copied to the usual place.
