Index Rebuilt

Ive rebuilt the Tag_Flat_Index and the QE Index for both the
/star/sol/db/StObjy/STAR 
and the
/disk0/grandch/stardb/fd30025/STAR
federations.

The /star/sol/db/StObjy/STAR federation has 5217 events 4942 of which pass
the quality cuts to be tagged.  The last 
collection indexed in this pass was
psc094_02_46evts_dst.xdf.STAR.DB
which was added to the data base at Sep 25 00:27

The /disk0/grandch/stardb/fd30025/STAR has  6263 events 5986 of which pass 
the quality cuts. The last collection indexed in this pass was
psc231_02_190evts_dst.xdf
which was added to the data base at Sep 24 15:06

These new indices include a new queryable parameter tagrand.
This is a random float between 1 and 1000.  It can be selected
on to give independent random slices of the event-space.

Note that the "hack" wherein the EventID.dbaseID and the file_ID are
interchanged is still in effect.
