significance of triplet pattern in fileIDs as seen in the tape listing

In Doug's listing of files on tape in hpss Arie noticed a pattern that
groups of three in the fileIDs
e.g. 42,43,44 or 80,81,82
which dont have underscores in the file names for example
auau_ce_b0-2_1401_1600.RAW.root
as opposed to
auau_ce_b0-2_1401_1600_000.RAW.root

These files are components RAW, RAW1 and RAW2 for files which did not
get included in the final version of the federation.  So these are
component files which exist in the federation and in the hpss directory,
but do not have corresponding dst or header or occur in tag
information.  Nor do they occur as components of any of the events in
the federation.
