QM on cvs

QM that used in MDC-2 test has been tagged as MDC2.
New version after MDC-2 has been checked in, and it includes;
1. long option names allowed
	e.g. -debug
2. some changes in the internal QM functionalities
3. no more "make build" after you check out.
	instead, run qm.configure
	so the procedure would be;
		cvs co QM
		cd QM
		qm.configure (or tcsh qm.configure)
		make all
		make install
