mkoids added to CVS

Hello,

I have added a directory under QE, called index. It contains mkoids.cpp
and it's makefile. This is from the README in that directory:

mkoids -- converts four short integers into an OID struct

This program should be run in the index directory after ascii2vert has
been run to generate binary Full Scan index files from the ASCII tag
data base file (Tag_Flat_Index.data). This program effectively generates
a mapping from the position of an event in the index to its OID.
