CVS/QE/client as and example of how to use QE

Dear Everybody,

CVS/QE/client/inq.cpp is the main file for a test client for the Query Estimator. The program is an example of how the
Query Estimator can be used. It implements getIndexInfo(), getError(), doQuickEstimate(), doFullEstimate(), execute(),
getNumSeconds(), etc.
It is also an example of: proper usage of the Config class, Win32 and POSIX multithreading and, of course, a CORBA
client (using ORBacus).

I tried to make the code readable and richly commented. Please let me know if you have any questions.
