new QE

I checked in a new Query Estimator.
It builds with either CC 5 or 4.2. There is no need to specify which
you are using. QE will print which version of CC it was compiled with,
upon start-up.
All QE makefiles have changed (back) to using /bin/sh instead of /bin/tcsh.

The default ORB is Orbacus. It uses different versions of Orbacus depending
on which compiler you are using.
If you are using CC 4.2, you can use "gmake ORB=ORBIX" to compile with
Orbix.
