In April 82, I felt there was an impasse in the discussions because
the reduced East hall just could not accommodate the experiment.
Why not try to put it into the West hall? That meant using the SPS
as beam transport. Schopper agreed to postpone the decision to
September to explore the possibility.
That postponement was,
with hindsight, the first step
of the approval as PS 190,
which came in February 83.
